Make it easier to hire foreigners on a temporary basis: change the Professional Visit Pass (PVP) requirements

In many cases, you'll want to get people in your foreign offices to get a handle on things by getting them to work at HQ for a while. However, getting Professional Visit Passes (PVPs) -- temporary work permits -- can't be done unless a company or university in the country of origin says they are employing this person or that they're studying there.

One of the concerns brought up is how can we safeguard against abuse if we open up the floodgates for foreign visas? Can you think of some requirements for both the hiring company and the foreigner? (eg. the company must have raised a round of funding, or the foreigner must have a technical degree and at least a university degree, etc). And what does "temporary" entail? 
Just a university degree will do. Do away with salary limit and company capital limit.

Temporary work permits work for between 3 months and 1 year. The Malaysian government's greatest concern when it comes to the ;floodgates' of foreign workers seems to be around unskilled labourers, which is very different from the type of people startups are looking to hire. People who have done or are currently pursuing a university degree would be a good criterion.
