Good point, that's why all this agency or organisation come in to help entrepreneur on getting more knowledge and resources to grow the society, we cant evaluate anyone is good or bad executor, and we cannot expect good executor have a great idea, idea coming from everywhere, children mostly, but as people grow, most people creativity become realistic.
Startup isn't easy, idea and dream also not simple to hold it back as you grown. you cant just tell people your idea is suck just because you cannot evaluate it, no body can. what silicon valley have is the spirit which many people lack of. Do not accuse someone dream is bad or impossible, otherwise you wont have all these technology now.
Seem like I missed something, well it would be my honor to have invited to ED. 
I think MaGIC aware this part of disadvantage comparing to other nation, true without a transparent and open minded or so call equal opportunity for any Malaysian and foreigner, Malaysia will be far from success to attract people to innovate. 

But I still believe Malaysia is the best place for going global, unfortunately policy and strategy are not friendly for entrepreneur 
correct, that's what the point means, everyone ideas is not same, but combining ideas make it unique and strong, those who not dare to share idea is always within everyone, is just a matter when and who you to decide to show the idea to, share ideas is brilliant to make a better world, problem is how to make them feel great to share idea to everyone? 
Thanks for the remind, I appreciate your attention. I was a person who looking for these answer a long time ago, yet as the article mention, there isn't 1 successful clone silicon valley in the earth as I know, Silicon Valley is a culture, a social network way long before facebook as mention from your link. truth is Silicon Valley is made by people, people who form up the culture with support from environment, mindset, ideas, policy and etc. without people, there will be no innovation.

as the last point mention "we need to shift our attention to an approach that addresses what Silicon Valley alone can’t do, while also creating opportunities for a broader set of people." True, If I have more than 2 hands I will raise it up as well, the question is what is the things or stuff Silicon Valley alone can't do? A Drone Valley? Biotech Valley? I don't think that is what we need to focus on.

What I think, Silicon Valley is not much more than a place, an environment and culture for talented people to look for resources and opportunity or opportunity looking for right talented people. the key is how to attract these talented people to come and build the culture society together from the ground. The answer might be Education.
Silicon Valley is happen by group of talented people, this people gather together and become an environment of talented society which many big company looking for and that`s why big tech company are based on. 

To achieve Malaysia Silicon Valley, we need to encourage young entrepreneur and investor to believe Malaysia have the environment and infrastructure for them. one of the big concern are always gov policy for startup, entrepreneur and SME.

Other than that, to build a SL is required a lot of research program going on, R&D is the most important part of innovation, and I believe encourage more R&D in university will help to grow Malaysia Innovation society, therefore with the competitive environment and friendly policy for innovation can be lead us to a new SL in Malaysia.
